While this proposal for Social Security is still under debate, it has been several years since St Louis retiree teachers have had a COLA (cost of living adjustment) from their pensions. From the point of view of some retirees, the COLA issue - along with related concerns over the work of the pension board - are central points of contention in school reform politics.
